I just spoke to someone at Community Board 2 and was told the Public Hearing will be held at both locations so you have the opportunity to speak at either one of them.
Tomorrow's hearing will be held at Sunnyside Community Services, 43-31 39th Street, ground floor, 6:30 pm.
