Yesterday, we announced the beginning of the environmental review process for the Interborough Express (IBX) project under the New York State Environmental Quality Review Act (SEQRA). We are reaching out to inform you of an upcoming opportunity to participate in the formal project scoping, which is the next step of the process.
Scoping is designed to gather public input on the scope, or range of issues, to be addressed in the Draft Environmental Impact Statement (DEIS) for the project. Unlike a traditional open house, scoping meetings are structured to receive formal public comments. There will be no Q&A with the project team during these meetings. Instead, participants must register in advance to provide brief comments for the public record.
To prepare, we encourage you to review the draft Scoping Document, available on the MTA IBX project website here: https://www.mta.info/document/187036. Following its publication, there will be a 30-day public comment period, through November 26, during which feedback on the Scoping Document can be submitted either digitally or in person at the following scoping meetings:
