Comet has received complaints from folks who have been awakened in the middle of the night by the noise. On some days they fly over our community one minute apart!! Just heard from our VP, Richie Doyle, who said that the abandoned house at 52-29 84th Street in Elmhurst has been sealed. If you should happen to pass by and see vandals have broken into the house again, call 311. If you suspect someone is inside, call 911. The 110th Precinct has the property owner's contact information which we requested from the Buildings Department and hopefully the property owners will be willing to press charges if an arrest is made. If anyone is willing to help out at our Earth Day event this Saturday, 4/26 from 1:00 pm to 4:00 pm in Maspeth Federal's parking lot on 69th/Grand, please let me know. The 104th and 108th Precincts will be VIN Etching the cars, registering bikes/phones. Folks may need help filling out the forms, assistance with the etching, traffic control and passing out literature. Bring paperwork that needs to be shredded as well as electronics to avoid having them go into a landfill. I've highlighted contact info for those of you who don't like to read. lol Roe ______________________________________________________________ Governor Cuomo Directs Port Authority to Address Community Concerns of Aircraft Noise Near JFK and LaGuardia Agency will double number of noise monitors, establish aviation community roundtables and conduct extensive studies of noise issues for residents of Queens, the Bronx and Nassau Albany, NY (March 24, 2014) Governor Andrew M. Cuomo today directed the Port Authority to take a multifaceted, comprehensive series of actions in coordination with local communities to address noise issues at its New York City airports. The agency will also be stepping up the review of noise data with the Federal Aviation Administration. The agency’s overall goal is to address noise concerns while supporting growth at the airports, which annually generate billions of dollars in economic activity and wages and support more than 500,000 regional jobs. “Airport noise is rightly an important concern for residents of Queens, the Bronx and Nassau County and that is why I am directing the Port Authority to open a full and thorough dialogue with the impacted communities while also pursuing a noise study to better address the issue,” Governor Cuomo said. “We will listen to local residents and ensure their input is used to make both JFK and LaGuardia airports better neighbors.” ”Catalyzed by Governor Cuomo’s directive to the Port Authority on this issue, the Port Authority has taken big steps in addressing noise surrounding our airports,’’ said Port Authority Executive Director Pat Foye. “We are committed to working with all communities we operate in to address their concerns, while bringing JFK and LaGuardia airports into the 21st Century and maintaining the viability of our airports as major economic engines for the metropolitan region.” “The Port Authority understands it must strive to be a good neighbor in the communities where its airports are located and we will seek noise mitigation with the FAA where feasible,” said Port Authority Aviation Director Thomas Bosco. COMMUNITY ROUNDTABLE DISCUSSIONS The Port Authority will commence aviation community roundtables with FAA officials and community representatives in April for JFK and LaGuardia airports. The two roundtables will include representatives of local elected officials, who have been consulted with regarding the formation and role of the roundtables. The roundtable meetings will be held on a regularly scheduled basis and will provide an ongoing opportunity for the Port Authority, the FAA and the community to mutually seek ways to manage noise impacts. These roundtables also will provide communities with input, information and ongoing updates during the separate Part 150 noise studies. IMPLEMENTATION OF FEDERAL PART 150 NOISE STUDY Late last year, the Port Authority committed to Governor Cuomo’s request that it conduct a Federal Airport Noise Compatibility Planning Part 150 Study to better evaluate noise impacts to the communities surrounding JFK and LaGuardia airports. The agency will now hire an experienced aircraft noise consulting firm to assist with fulfilling the requirements of those studies. These efforts identify residences, schools/libraries, hospitals/nursing homes and places of worship adversely impacted by aircraft noise. The study takes public comment and provides official answers. It also recommends measures to mitigate excessive noise where possible and seeks to limit future development in potential problem areas. Mitigation efforts taken at other airports that have done Part 150 studies include revamping of flight routes and approach procedures, encouraging airlines to use quieter aircraft and installing soundproofing to eligible properties. The overall goal is to provide noise relief to communities where possible and practical, while ensuring the continued regional economic benefits of air travel. DOUBLING THE NUMBER OF NOISE MONITORS The Port Authority is also committed to doubling the existing portable noise monitors collecting data over flight paths for JFK and LaGuardia airports. This will allow placement in communities currently without monitors, as well as greater flexibility in moving monitors around key communities as needed to collect data. The agency has the authority to impose limited fines on aircraft violating noise limits at JFK airport and does so as necessary. NEW NOISE OFFICE Additionally, the agency is establishing a new Aviation Noise Office that will be staffed by a dedicated team which will be responsible for collecting and reviewing the noise data, while also responding on an enhanced basis to community complaints. The Port Authority has also streamlined its noise complaint hotline system at 800-225-1071, making it easier for residents to lodge specific complaints about aircraft noise. NEW PORT AUTHORITY WEBSITE FLIGHT TRACKING SYSTEM Residents of communities near JFK and LaGuardia airports now can track planes and flight patterns on the Port Authority’s new WebTrak system, which provides graphics identifying aircraft, decibel noise levels, altitudes, airspace location and origin and destination airports. This informative feature will help residents better identify which planes and aircraft patterns are causing noise issues. WebTrak, already in use at some other U.S. airports, also allows individuals to log aircraft noise complaints while on the site. WebTrak is accessible at http://webtrak.bksv.com/panynj. While the public now may file complaints on WebTrak, the public also can file noise complaints at http://www.planenoise.com/panynj/daPRAbr9/qs114wbt.php. To better understand how public agencies are addressing noise and environmental concerns, Assemblywoman Margaret Markey is sponsoring a public meeting where officials from the U.S. Federal Aviation Administration and the Port Authority of NY & NJ will make presentations about monitor and deal with complaints and . The meeting will be Wednesday, November 6, at 7pm at Maspeth Town Hall, 53-37 72nd Street, in Maspeth. “We know there are problems as a result of airplane traffic above our neighborhoods. This is a meeting to provide information about why, and about what the two agencies responsible for these aircraft in the air and on the ground are doing about it,” said Assemblywoman Markey. “I invite everybody who is concerned about flights that appear to be too loud, too low and too frequent to attend.” Federal Aviation Administration officials will discuss their NextGen program which is applying satellite-based technology to streamline aircraft landing procedures at LaGuardia and other major U.S. airports. Port Authority officials will discuss their new Airport Noise and Operations Management System (ANOMS) for all its NYC region airports, including LaGuardia. The new system will permit the PA to use fixed and portable monitoring equipment to tract noise and identify aircraft that exceed the PA’s authorized noise level of 112 decibels. The PA says that eventually the public will be able to obtain virtually current airplane flight data and file a complaint that will identify the specific flight and airline of offenders. Hi All,

It is supposed to be online sometime today (Sunday) and in print in tomorrow's edition (Monday) in the Metropolitan section. Ms. Buckley and her editor were very thorough and careful about the facts. Once we see what the article is like, there are some ways I think we can use it. I hope you won't mind if I send you another e-mail soon to talk about that. NEXTGEN ADVISORY COMMITTEE We have talked before about the RTCA, Inc. and its NextGen Advisory Committee. This group, based in a private industry organization, is creating the NextGen plans that are being adopted by the FAA. As I've told you before, all the members except one are from the aviation industry, the FAA and the Air Force. In the beginning of June, I sent a letter to Margaret Jenny, President of the RTCA. I asked about the Membership Balance Plan for the NextGen Advisory Committee. That plan is required by a federal statute. I asked how their members are chosen and what are the qualifications for membership. This week, we received an answer. She sent a BROCHURE of information I've already seen on their website and a brief letter in which she did not answer any of our questions. She must think we are a kindergarten class instead of U.S. taxpayers. We have some plans for getting the answers to those questions. I will let you know what happens as the saga continues. PART 150 BILL Gov. Cuomo has not yet signed the Part 150 noise study bill. If you haven't told him you want him to sign it, now would be a good time to do so. There is very likely lobbying against the bill going on in Albany, so let's tell the Governor what his constituents want him to do. ROUNDTABLE PROPOSAL It is the position of QQS that the roundtable proposal is a very high priority for all the people in the NY/NJ metro area. It would require the FAA and Port Authority to work with us under a written agreement to resolve our aviation problems without shifting noise from one community to another. We are the only large metro area in the country without a roundtable and the roundtable works well everywhere else. In March, the FAA regional office and the Port Authority agreed to participate in a roundtable. That month, QQS began writing a draft proposal modeled on the roundtable agreements at SFO, OAK and ORD, which we sent out to prospective members in May. Around the time we sent it out, FAA Administrator Michael Huerta told community reps in Nassau that they should write a draft proposal based on the agreements at SFO, OAK and ORD. We had already written it! In June, we received some objections to the proposal from the FAA. We answered the FAA's objections in July, offering to compromise on almost all the issues. One of Mr. Gallo's objections, by the way, was that the community wrote the draft proposal instead of the Port Authority. We still haven't heard from them again, but we did hear some rather disturbing comments from Carmine Gallo at a meeting at the Borough President's office on July 22nd. We've never heard back from the Port Authority at all. In July, Sens. Schumer and Gillibrand and many members of the House Congressional delegation from NYC, including our representatives Israel and Meng, sent a letter to the Port Authority and FAA urging them to create a roundtable. It is a month later and I haven't seen an answer from the FAA and the Port Authority. I asked the FAA and Port Authority to schedule a meeting with us and representatives of other organizations throughout the metro area no later than the second week of September. There has been no response. I think it's time to let FAA Administrator Huerta and Gov. Cuomo know that we don't appreciate the stalling tactics of the FAA and Port Authority. I will say more about what we can do in my next e-mail. FALL MEETINGS We are planning some meetings in the next few months throughout Queens. The first one upcoming will be on Sept. 18th in Douglas Manor. If there are any of our members who have not yet attended one of our community education presentations, this would be a good opportunity to see one. I will give you all the details in a later e-mail. We are planning, among other meetings, a community educational presentation for all the Korean-American community groups in Queens. It is in the works for the fall and we'll give you more information once the plans are set. Almost every day now, we hear from people all over Queens who want to know what they can do.
